Creating LGBTQ-Inclusive Programming Among Hudson County, NJ's Homelessness Agencies
In this paper, I reflect on my role in implementing HUD’s 2016 Equal Access rule as the Program Manager of Homelessness Programs for the City of Jersey City and co-chair of Hudson County’s Alliance to End Homelessness. I describe how I communicates the rule’s purpose and importance to agencies and city leadership throughout the County and the protocols I established to advance LGBTQ-inclusive programming and ongoing cultural competency training.

Through the lens of Terry L. Cooper’s Components of Responsible Conduct, this paper explains how an agency that seeks to harness a strong culture of ethical behavior among its staff, it must involve all of its employees, consider external expectations, and how its structured. This paper demonstrates how the use of Appreciative Inquiry can help communicate these goals and also engage the entire organization in this vision.
